Colts GM Chris Ballard Doesn't Sound Like He Has a Plan to Draft Indy's Quarterback of the Future

Even after signing eight-time Pro Bowler Philip Rivers, Indianapolis Colts GM Chris Ballard needs a plan in place to ensure the team has a viable starter under center for after 2020.
However, it doesn't seem like he does at the moment.
Ballard on drafting a QB: “You can’t force the quarterback position. … It’s got to be the right guy, the right fit. I don’t know when that’s going to happen. Maybe this year, maybe next year, maybe two years from now.”

The difference between the Colts and other teams, like the Patriots and Saints, is that Indy isn't a surefire contender, nor do they possess a franchise QB at the moment. New England thought it could re-sign Brady, but a wild turn of events changed that. New Orleans is riding the hot hand once more with Drew Brees to go for another Super Bowl. The Colts are a middling team that added a declining QB to take over a fairly talented roster, but they're by no means contenders.
We understand Andrew Luck retiring prematurely and unexpectedly put the franchise in a bind, but there's been ample time for Ballard and Co. to do their research. The fact he doesn't know "when that's going to happen" as the general manager is a tad alarming, especially as we head into a draft that has a fairly deep quarterback class.

The Colts are getting better and better each year, so to deprive this talented roster of a capable QB as we look ahead to 2021 is irresponsible.
We'll see how the Colts handle their quarterback situation with Rivers on the roster, but one thing's for sure; it's wise to have a plan when transitioning from a veteran to a young quarterback, and it seems like the Colts don't have one.
