Raiders Tendering Nathan Peterman Because They Apparently See Something We Don't

The Las Vegas Raiders have Derek Carr as their starting quarterback and reportedly signed Marcus Mariota to bring more experience to the position room.
For some reason, the Raiders also placed a fifth-round tender on Nathan Peterman. The move is bizarre and the Raiders must see something in Peterman that no one else can.

The move means Peterman will earn just over $2 million if no other team makes him an offer. If he does sign elsewhere, which is unlikely, the Raiders will get a fifth-round pick in return.
Peterman has had one of the worst starts to any NFL career ever. He threw five interceptions in one half in his debut back in 2017 with the Buffalo Bills. He was then named the starter for the 2018 season and lost his job before the end of the game. In eight career games he has three touchdowns and 12 interceptions.

Jon Gruden seems to operate in his own world sometimes and the Raiders apparently think Peterman is valuable as a third-string quarterback.
