Refs Somehow Let Miami Snap the Ball Literally on the Goal Line Before Scoring Against Pitt

The Miami Hurricanes are on the road in Pittsburgh looking for the upset against the 5-2 Panthers. Well, the referees are giving them every chance to pull it off.
In the second quarter with the game tied at 3-3, Miami lined up for 1st and goal on the one yard line. Well kinda. The Hurricanes center moved the ball up to the goal line, which for some reason the refs never saw. Take a look:

That's not the one yard line or even one inch line. Based on the placement of the ball, the Hurricanes already crossed the line. Touchdown?
Were the refs actually looking at the ball and where it was set up? Doesn't look like it.
In Miami-Pitt, Miami's center literally, actually, moved the ball forward so that the ball was snapped while on the goal line.

The officials did nothing.
Miami ended up scoring to take a 10-3 lead. How in the world this snap was allowed to happen, though, is beyond us.
